A generally well-meaning outfit called Children Now has decided TV shows should be rated, kind of like the movies but in more detail. In addition to a system telling which programs are appropriate for what age groups, they want to know if a show has some blood and guts, a little T and A, or just a few bad words. Plus they'd like a "scary" scale of some sort, because sometimes kids don't know what's real and what's not. And cartoons, they should be rated too. Just so kids don't pick up words like "rackin' frackin'" or "#*%@!," go around pushing people off cliffs and dropping anvils on their heads, and start talking to rabbits as if they're human or something.
